Correlation of notions “democracy”, “modernization” and “democratic transit” is under study. The author sets forth the fundamentals, compares different modern approaches and assessments of democratic transit theory. The grounds to use the theory of democratic transit in modern history studies are given.

The aim of the article is on the basis of archival documents, legal acts, prior published sources to study the problems of staffing the jails of the Russian Soviet Federative Socialist Republic (Western Siberia taken as an example). The article reflects the results of historical and legal research. The author identifies the main characteristics of the personnel of correctional institutions, the problems of staffing, the reasons for the high demand of staff and low quality of the employed staff. Measures taken by the Main Directorate of penitentiaries of the RSFSR NKVD and local authorities aimed at improving the situation with personnel in penitentiaries are of particular interest.

This paper outlines the conditions necessary for the stable functioning of the federal states and common causes of their dissolution. The author divides these causes into two groups: objective and subjective causes. The article identifies legal prerequisites which, if there are other conditions of both objective and subjective nature, provide the legal basis for the termination of a federal state.

In this article the author, basing on legal practice and current Russian and foreign doctrine, explores the forms of interpretative actions of the European Court of Human Rights and defines their limits during the implementation of the rules fixed in the European Convention on Human Rights.

Based on the normative legal acts the article analyses procedure of formation and termination of village heads’ powers, the conditions of exercising the duties, and their responsibilities. The author has examined the experience of legal regulation of village heads' work in the Komi Republic, the Altai, Trans-Baikal and the Perm regions, Ivanovo, Kaliningrad, Kemerovo, Leningrad, Moscow, Orenburg, Omsk, Ryazan, Sverdlovsk, Tula and Ulyanovsk regions.

The article focuses on disputable issues of law enforcement concerning legislation which regulates release from administrative liability.

The author considers different police responsibilities concerning protection of property. The focus is made on property protection service, including those under the contracts carried out by nondepartmental security of the internal affairs’ agencies and directly related to the protection of property. The author concludes that it is relevant to set the issue of redundancy of this function. It is stated that another police function, i.e. supervision of legal entities’ security with specific regulations aims is improperly performed.

The author has carried out the work to identify gaps in legal regulation and problems of law enforcement practice in the sphere of public and municipal services provided via universal electronic card, as well as analysis of prospects for the use of electronic media as a comprehensive substitute of an identity card of the citizen of the Russian Federation.

The author analyzed the interpretation of the concepts of "intoxicated condition", "public place" under the laws of foreign countries. The emphasis is given to the problems of bringing intoxicated persons seen in public places to administrative and criminal liability. Much attention is paid to the US laws containing rules of responsibility for public intoxication.

This article discusses the bankruptcy of individuals under the Federal Law "On Insolvency (Bankruptcy)", the Federal Law "On Amendments to the Federal Law "On Insolvency (Bankruptcy)" and some legislative acts of the Russian Federation regarding regulation of rehabilitation procedures applicable to an individual debtor. The author analyzes the main ways to address the issue of the bankruptcy of an individual, identifies risks for both a bankrupt and credit institutions.

This article discusses issues related to trafficking of smoking mixtures, containing narcotic drugs and psychotropic substances or their synthetic analogues in the consumer market of the Russian Federation. The authors study the causes of distribution and consumption of narcotic mixtures by citizens and propose measures (organizational, legal, technical, educational and others) to combat trafficking in smoking mixtures hazardous to health.

One of the key tasks, both for criminalistics and forensics, is to identify a person by his appearance. In this regard, the need for the introduction of new methods and means of identifying a person’s appearance meeting the modern achievements of science and technology has been significantly escalated.

The article considers the issues related to the concept, the essence and purpose of forensic examination. The author states that when investigating violent crimes forensic medical examination of persons alive is the most problematic and frequentlyset expertise. The possibilities of forensic medical examinations of living persons are presented.
